1. Added a pacing routine when no serial port is used. It uses the serial baud rate to pace the data.

1. Now uses a blocking collection. This attempts to resolve the dequeue error that occurred randomly.
WxRetran
- Changed the way external programs are started. It now uses process start instead of shell.
- Compression of a block of files is checked every 30 seconds.
- Moved the ingest and priority queue processing in an independent thread.
- Compression of a block of files now occurs in a background thread.
- Removed a lot of the old error handling in favor of the new style.
